They would not be wanting this extra cash/increasing staff to full needed capacity. This tells me that a positive ann is pending shortly otherwise they would not be going ahead with this. at .50c is might shake out a few traders who don't want to fork out extra $ but at a 1:12 it is only a small top up to the holding, assuming the ann comes out before you need to take up the entitlement it's a good chance to enter at a discount for current holders.
