    feihong, I've heard something about such an index getting started in the usa I'm pretty sure, one of the major banks did it recently I think, could even be cbot or something similar. They can trade the weather so why not? Can't help any more than that but search for it in usa I reckon. Let us know if you find it please? cheers!
