The retail shortfall punters not taking up their rights is normally underwritten , pre organised , with fundie's soaking it up. However when I did the XIP raising shareholders could apply for up to 50% more than their allocation in the event of other shareholders not taking up their rights so it's possible to look after the little guy if companies could be bothered.
