It means the board hasn't listened so far to emails/votes against consolidation and discounted shares for some board members.
The fact that they have released it means they want to go ahead.
The announcement mentions various option and share classes. XPEOC are the options issued under the SPP earlier this year where holders bought in at 3.3 and received a free option.
Not sure about the breakdown of XPEAK and XPEAH.
And I don't think the new options proposed are in this.
