In every case or incident were someone is threatening or holding hostages they should just "take the shot" immediately it becomes available.
No if's or buts
Then they can spend the millions of dollars justifying that action while the hostages & their families get on with their lives.
The end result will be the same. No penalty for the decision maker but the perpetrater is not going to bother anyone again.
