I am talking semantics, but I think it need only be a boundary, put in place for their actions. They need to know they are now being watched and will be so for years to come. It mightn't stop every one of them, but it makes being a jihadist in western countries considerably more difficult.

Under reaction can cause problems just as easily as over reaction imo.
