I read it two ways:

1. New information is in play that wasn't available when the document was written and the IER was prepared.

2. We are going to reword and restate the downside to voting against the agreement. We really want it to succeed and the vote isn't going our way, so we are going to try to go even more negative and push the voters to agree.

The first is valid - new information which should be available to us.
The second, IMO, is not. If it's not new information it should have been presented in the first instance.
