That could be the case that information is leaked while it was in halt. That's why a halt exists.

If anyone knows insider information and the stock is in halt, they can't do anything till the information is public. (& stock is trading)

It can be safe to assume that there was no insider information known because the volume was approximately 3m per day before the halt came out. Since this is lower than the average daily traded shares per day, it is quite insignificant. (Average volume per day over last year was 3.69m per day. I expect that RIR will do a thorough investigation into the previous work taken as many shareholders bought on this information and it would be disappointing if they didn't do anything about inconsistent results as the company used shareholder money on the due diligence of the Tabac Project.
