This is a substantive question and means the difference between multiple new plants signed by around EOY c17 and multiple new contracts signed by EOY c18.

One must ask if wording is intentionally non-specific so share holders may interpret it optimistically, while giving the company wriggle room to reframe expectations at a later time (as they seemingly did with the c17 mw targets)

In any case, the real issue is how targets were identified. It seems the company has stopped using the scale of Sinopec for its unjustified growth projections and is now relying on these ridiculous customer surveys it's been handing out

Is this a proper and reliable way to inform forward revenue projections that are given to market and underpin corporate presentations? theres zero rigour involved.
