That was the company run by the infamous Robert Friedland and who went on to accidentally discover the Voisey's Bay nickel deposit in the mid-90's.

At the time they were trying to raise money on the back of nothing but a story. The story was this: that there were lots of diamonds waiting to be picked off the sea bed just off the coast of Namibia. That project came to nothing but Diamond Fields went on to make a fortune by selling Voisey's Bay to Inco after a lot of wrangling.
