Pretty obvious Khayre was on parole because a judge put him on parole , unless the law is changed that potential terrorists can be held in custody then all the other potential terrorists that are still walking the streets as I write will - still continue waking the streets with the potential to cause terrorist acts
Khayre is not an anomaly for having a terrorist record and being on parole - just an anomaly for going the one step further and committing a terrorist act
