My thoughts are that FAR's RISC report is the document FAR will be using for any negotiation carried out between themselves and WPL and/or COP. I think FAR has a timeline for these negotiations and that being the CNE resource upgrade in August. If COP and/or WPL have not been willing to negotiate or progressed the negotiations to their satisfaction by this time then FAR will initiate arbitration.

On the other hand, FAR could be making the willing to negotiate noise in the media but having a backer fully intends to go to arbitration in August. If the case, the only way this gets derailed is a T/O bid which could get messy for WPL if FAR do have a backer as there could be a bidding war.
