Have never really asked the registry office myself, but good question. Although I am under the impression that this is up to the company to request and release and it may not be available to all holders unless some type of circumstances, but saying this, I could be wrong about this.
Yeah, now that some chinese info is out, there maybe still some Skirmish going on with the sp, as those who previously keep playing with the stock, will certainly take full advantage until the game cannot be played anymore, so therefore I would imagine the sp will Toggle back and forth IMO~!
