Interesting that the story seems to have been written post-cutoff but that only 20 submissions were made, when we know the final number was over 90. I wonder if there was an extension?

I have no doubt that CCE pitched for the entire 100mw in their original proposal, but my guess is the SA Government may have asked the 5 shortlisters (if in fact there are 5, and if in fact CCE is one of them) to offer a range of sub-proposals covering bit-parts of the overall tender should they decide to split it up into several pieces of pie. From memory they only mentioned splitting the pie at all after they got swamped with offers, and aside from some small diseconomies of scale there are several advantages to splitting the pie up into several bits from the perspective of People and Government.

Announcement about the tender must be ready to drop, the Budget on Thursday stressed the timeline of a Dec 1 2017 functionality as 'on track', they simply would not say that in an election year if it were not totally true. I wouldn't be surprised if they get a big discount if it's not ready until dec 20, much less 2018.
