I'm pretty sure 1. is false.
As to number 2, well
I think the ann was to plug a leak, and when you look at 1 minute chart from the 22nd to today, to me it tends to agree with the possibility of said leak.
Started fairly subtlely, but as you can see the momentum/leak grew.
