I think it's just a case of concentrating on priorities right now, cant' build a house with out foundations, and our foundations are in the continued production of IO and concentrating on that growth before worrying too much about putting a roof on the house with a steel plant. As you say court case has no doubt eaten a fair bit of managements time of late and they now have a break to get back to business(tweaking current production and finalising next growth plans with Xinhai) before the court case concludes.
Hopefully wont be long before the clouds pass and sunny days ahead with Xinhai on board, current plant tweaked and court case ruled in our favour, I'd image then management will start devoting some of their time back into the steel front.
