Most people who ride also have a car and an income and thus pay tax and registration (there isn't actually a link between rego fees and road maintenance) and therefore do contribute to road maintenance.
I agree they usually don't have insurance... they don't hit cars very often and the damage caused when they do so is usually minor if any (when a car hits a bike that is certainly not the case).
