The board and Haskin brought Cottee in as far as I know to counteract Phyllis and co.
And Cottee wasted too much time in making hay while the sun shone, potentially allowing other gas providers to be supplying before CTP.
Why did he not think about this or was this the plan anyway, as too hard and costly to produce/find more gas, and he was being paid no matter what he did.
Hopefully not too long til he no longer soaks up CTP money.
