After giving it some thought IMO yesterdays announcement by Resources Minister Wade Noonan was merely a "prepping" exercise for the public regarding announcements which are currently already in the pipeline. I think along these lines due to the zeitgeist in regards to new brown coal projects. This way future announcements are not a surprise to the public as the government can reference back to Mr Noonan's comments. In short it's a way of easing the idea of new coal technology's into the publics conscience.
