I'm not sure they botched it - that might have been part of the terms with the FDA and acquiring orphan drug status. (?)

Yes I think the company knows it will need more money at some point soon but doesn't want to raise again soon. I imagine they'll be aggressively seeking a partnering deal behind the scenes right now.
