The simplest explanation, is that this pdf exists because it is real. It validates the news report, and life is rarely simple in Africa.
Why go to trouble of writing such a letter in French, and getting the stamp? If you wanted to hurt the stock price, you fake a story that is more consequential, about SNE, not about an option.
The most likely explanation by far, is that CAP wants to pressure FAR. FAR must have been approached about this, but have chosen to ignore it, perhaps because they have a strong case, perhaps because they don't. CAP is basically making it clear they are serious if FAR does not cooperate.
The vast amount of conspiracy theory posts reflect that the lowest common denominator is in this stock (as well as some smart money)
