The 15C flexion requirement was something they had to create after they discovered startling evidence that all bowlers except Sarwan chucked.
They would have never ever discovered this unless they tested Murali and then decided to apply the test equally to all bowlers.
Bowlers such as Gen McGrath, Brett Lee, Dennis Lillie, Pollock and so on were all found to be in your words CHUCKING beyond the THEN 5 degree permissible flexion.
So instead of banning all players they accepted that the best way to deal with it is to increase the limit to an accpetable level of 15.
NOW WHAT PART OF THE ABOVE DONT YOU UNDERSTAND???
