I would agree, this move by management has much to do about protecting the share registry.
If as @niclou intimates the institutions have +-35% of the shares already, (currently unconfirmed) there could be an attempt at a takeover underway.
The best short term method of protection that all individual retail holders can do is, (do not sell), you should rather be thinking of BUY.
DO NOT SELL, rather BUY, BUY, BUY
