That's where you are completely wrong, you need to do some research about the current accuracy for diagnosis of pneumonia in the first world, the gold standard uses CT scan and lung imaging which has accuracy of 95%+ but that is where you need to research the costs to use these gold standard, in terms of hospital resources and money associated to run those tests. That is a huge majority still use the old method (which has very low accuracy rate) and why some of the current eHeath companies has expressed interest, and if they get FDA approval, more will sign up......
