2. It was imposed on public school principals in the context of severe budget cuts, new systems including 'enterprise bargaining at the chalkface' and the casualization of our workforce as well as the systemic testing of student progress in literacy and numeracy.
3. Public schools were required to use consultative processes to develop three year plans and held directly and very publicly accountable to the goals, targets etc. in those three year plans.
Organisations like the IPCC would be torn to shreds if they behaved aka Donald Trump's three-ring circus.
