Why dont AEE push the HAGGAN project?

I have only been holding a small amount in this company for a very short amount of time. I'm excited about the prospects they hold but I'm still trying to figure out why they are not pushing the HAGGAN prospect harder. It appears that they are neither here nor there on deciding if they wont to make it a producing project. They are talking about finding someone who can represent them within the area and sell it to the community. Can anyone shed some light on this topic. Given their own projection of $200 + million in resources, I would have imagined they'd be all over these sorts of things.

Is the community opposed to the creation of this project in their area? Are AEE just stalling for time in hope for a JV? Have i missed something else?

I am genuinely interested and any opinions would be greatly appreciated.
