Yes it includes power costs, but there is an assumption they can use the Dugald River line.
The thing about Cloncurry is it's heavily dependent on copper price. If copper is north of $3 it will make a lot of money, much more than Finland because of its higher volumes. But because of its higher capital costs and fairly low grade it needs a high copper price to work.
