If I own the only restaurant in a small town and it is half full I will not invest in another restaurant nor will I employee anyone else. If tax rates reduce I will still not build another restaurant nor will I employ anyone else because it is only half full. If demand for my service increases in the restaurant and it is now full I will build another restaurant and employ more staff to meet the increase in demand.
Demand drives investment. Investment does not drive demand. You learn this in your first year at uni.
