That's one way to read it, for sure. Personally, as I mentioned, it came less than two weeks after the launch of the portal. I don't think they are going to panic and say it's not working at that point. More likely that they are looking at rapidly expanding capability to meet the demand.
In regards to the chart, could go sideways for a while before it closes that window.
