I understand that development is now completed and finished so there should be little expenditure of that $2M in the bank.
As for the new frequency in Beijing, as long as it's in the same frequency band i.e. the 900 MHz band, the costs are very minor due to the frequency agility of the base stations & transponders. However, if in another frequency band such as the 400 MHz band, then expenditure would be required to modify the base station front-end and antenna to this band.
Does anyone know what frequency was allocated to the South African network?
