CNNC did not appear to want the validity of the trigger option tested by arbitration and CIC, by not agreeing initially to the September standstill, put PDN in the position of having neither the time nor money to seek arbitration. CIC only agreed to a September standstill when the second restructure involving sale of 25% of LHM was proposed, then EdF pulled the plug, check mating PDN at every move. KPMG's motives for the future of PDN will soon be evident upon CNNC's decision.
