Thanks. I had a read. It actually says potentially up to 25% in the Middle East, so even more. However, it says it was a "private consultancy firm", and doesn't mention who, so not sure if it's independent.
Article also says that some construction workers in the Middle East earn as little as $20 a day.
From an economic point of view, Saudi Arabia would be the last place you would do this. Seems ironic that this is the first place they're going.
