they are indeed, and you can bet your boots that QQ are going to take up the Stage 3 investment option seeing as "The future is expected to increase production to "fully commercialized lithium carbonate", the specific implementation of the decision will be completed in the first quarter of 2019."
We won't be privy to this timeline until the JORC delineation is done however
