The reference to 1 penny is the "par value" of the shares, not the market price paid.
The concept of "par value" went out with stove pipe pants here in Australia, but in the proudly-archaic UK they still have it, and whatsmore, they still issue their shares on certificate, even for SolGold, now capped at circa $1 Billion !
