For "One Belt One Road" countries (at least Australia joined Asian Infrastructure Investment Bank ^.^):

The government encourages and likes:
(3) Enhancing co-operation with overseas high-tech and advanced manufacturing enterprises, encourages establishing overseas research and technic facilities.
(4) Exploiting overseas natural resources (Oil, Gas, Minerals) with the cautious economic benefit assessment/standard.
(5) Enlarging Agriculture co-operation with foreign countries on a "double win" basis,  relevant fields include Farming, Forestry, Livestock, Food (subsidiary), Fishing.

The government does not encourage and dislikes:
(3) Estabishing overseas capital/funds/shares project or investment tool/platform, but with no associated/actual business activity.

The bosses would think about that and they may fall into both categories, hopefully they will not choose to dig ores in Mangolia or flee.
