I think what he/she is saying is that they'd like all of the profit takers to get off the train now and the shares pass to new investors or long termers averaging up.. so that the profit taking doesn't all happen at once after the milestone of 10c is touched.
Personally I don't see much difference whether holders take profit at 9.5 or 10.5c... they would still be leaving WAY too much on the table!! Onward to 20c :-D
