A few years back I was given an insight into how protracted this can be.(not saying TNG aren't close to concluding an agreement,as they may well be,just sharing a conversation).
CEO of a company I was invested in related his experience of meeting with a certain land council(not CLC),
At the conclusion of the meeting,he believed the meeting went very well and enquired when it would be convenient to meet again to further discuss.(a number of discussions were envisaged) The response was.... the same time next year.
At that point I understood why the company had decided to put the project on the backburner,where 9 years later,it remains to this day.(the company now has an operating mine in an overseas jurisdiction).
