The Olay booster is non-powered.
Further, the diamagnetic properties of the SK-II booster could be argued (hence, lawyers?) to be independent of the battery-powered vibrating motor. The vibrating motor is a value-added bonus.
I haven't schooled myself on their definition of ETP in a while, but perhaps that is how they have justified it here?
NB: It's disappointing to see that the Annexure E caveat of "in a field other than beauty" has been disregarded in their determination of Milestone 2 being met (hence, lawyers?).
