If cash reserves are less than payables, which as at todays date is likely to be about zero net assets, then there would be no rebate IMO. At 30 June they had about $0.9m cash to burn before their current liabilities exceeded current assets.
Gov rebates would not be paid if the company is not able to cover their debts while continuing to run the company. It is either a going concern shutdown or an immediate cash raise position IMO.
