It suggests they are very confident Nor are on the verge of finally delivering what they've promising.
If nor show 1 big contract (let alone several lots of significant revenue, millions), the price flies when their future is guaranteed.. and there's clearly 1 mass accumulator who thinks it's coming.
They're not flipping the pips, they've just been stacking the sell side to help it down, buying plenty across both markets.
