It is well known that China has a huge network of spies that steal technology. There have been so many spy scandals in relation to this over the years. Nuclear Technology, rocket technology, industrial technology, almost every kind of technology there is, China has gotten it because of its spy network.
China is expert in copying things, but coming up with new stuff is not in there capability.
