They dont issue approvals, if you dont get a letter within 30 days (will have to check on no of day) from the FIRB at time of the application then it is therefore taken that the investment can proceed.
Ding has 30 day from the CFE meeting last month to pay which is around the 16th of this month, if he does not then the company can sue.
It just a waiting game.
