Some people see what they want to see ... some people just see things differently.
I see the Turnbull Government has continued an effective tight borders position and is working hard (and copping flak from Labor/Greens) to clear Labor's detention backlog and is very supportive of infrastructure development, to the point of incentivising states to part self fund through sale of mature derisked public assets.
Given clear air from his own Party, Turnbull would run hard on your points 2, 3 and 5.
Given clear air from global circumstances, and the political risk associated with unwinding middle class welfare, the Turnbull Government would run harder on unwinding debt. I also think that if global circumstances weren't so volatile the Turnbull Government would take a more neutral stance on defence and allies.
I would like to see the Turnbull Government focus more on your points 6 & 7.
A Shorten Government imo would run up debt in order to fund aspirational welfare and social policies, would certainly soften again on border security, would rather chew off the party's right arm than entertain Constructive Capitalism and I doubt they have the ticker or sense any need for regional development.
