I'll check that number out.
BAL is currently using Blend & Pack, but as they purchased own licensed plant, it's unlikely to use Blend & Pack to register at CFDA as one formula/brand only is allowed to registered with one licensed manufacturer. BAL's plant needs to sort it out its organic certificate as theirs doesn't have one at the moment, I believe. They might not have enough production capacity to contract other company, imo.
WHA's Blend & Pack, reserved one for WHA, probably one for their proposed joint venture's organic infant formula; so left with one slot available if not taken by others.
BUB needs to hurry up, imo.
