If we've learned anything from the Indian big boys it's how to create layers of administration. Sounds like we're approaching peak-bureaucracy albeit with only have a handful of employees who are undoubtably on both sides of this equation.

recommendation to the Steering Committee for the project to proceed to full feasibility"
This company needs outcomes, action and less words.
