You really think it would be quick to roll out a fibre optic network? That's what NBN have been trying to do and it's still years from being complete and I won't even go into cost blow outs. These equatorial region countries are very poor and prone to corruption so I can't see their governments rolling out a fibre optic network in the near future. The ROI would put private companies off creating a fibre optic network also. I don't see that as a high risk.
