It's a condition of the off-take agreement for the actual buds. I believe you can only sell to another LP starter materials, but once granted a license to sell, you can sell starter materials and the proceeds of crops.

The current License allows: United Greeneries LP to ship dried marihuana or cannabis oil to a health care practitioner in the case referred to in subparagraph 130(1)(f)(iii) of the ACMPR.
The following is from that subparagraph: 130(1) Before registering an individual as a client, a licensed producer must obtain from the individual or an individual who is responsible for the individual an application that contains the following information, as well as the original of the applicant’s medical document or a copy of their registration certificate issued by the Minister under Part 2: (f) an indication as to which of the following is to be their shipping address for fresh or dried marihuana or cannabis oil: (iii) the address of the health care practitioner who provided the medical document, if the practitioner has given their consent under section 131 to receive the shipment on behalf of the applicant.
We know the off-take agreement is with a LP not a health care practitioner, hence UG needs the upgraded license to sell the dried stuff.
