IMO Shares on issue are not really relevant in this Case.
The MC is 14.67 Million which is the main factor. The MC is the most important variable right now as a SP alone means absolutely nothing.
I don't think the number of shares on issue have any impact on the rerate of a share.
I actually prefer a lot of shares that are very cheap as some investors have no idea how to value a share and they think that a share of 1 cents is Cheaper than a share of 10 cents.
The SP may be cheaper but the Market Cap is what matters....If you buy 10k worth what % of that company do you own is the important factor....
