I think you should read the prior announcements to get a grip on what's happening with this company.
Quarterly spending has been reduced from $1.1m to $200k and the company is now effectively a shell
Why oh why do you think a shell would be using the most of its raising capabilities to get as much cash as possible under its belt??
This stock only has 282m shares on issue & a tiny market cap with next to no debt and over $2.5m in the bank prior to this cash injection - enticing to say the least.
