You didn't do enough research. Thorium on its own doesn't produce enough neutrons for a sustainable nuclear reaction. If you want to build a thorium power plant, you either have to enrich the thorium with uranium, which defeats the purpose of using thorium in the first place, or you have to bombard your thorium with neutrons produced by a particle accelerator. Needless to say, building a particle accelerator in your power plant is not the cheapest of auctions.
